At the recent G20 Innovation Summit, U.S. officials and tech leaders urged global governments to avoid introducing new AI-specific regulations, advocating instead for reliance on pre-existing legal frameworks. U.S. technology advisor Michael Kratsios promoted the 'Carolina Principles,' which support implementing new rules only when AI presents genuinely novel legal challenges. These principles aim to mitigate potential setbacks in U.S. competitiveness caused by overregulation. Kratsios mentioned a productive discussion with China's science minister, suggesting China may support the principles, although this is not officially confirmed.

The U.S. and China are preparing for bilateral AI safety talks scheduled for mid-September. These discussions will focus on cooperation to monitor AI-directed cyberattacks and may involve proposals for U.S. and Chinese AI labs to 'police themselves' and share information to prevent AI-linked cyberattacks. This marks the first official bilateral discussion devoted exclusively to AI between the two nations since President Donald Trump's second term began.

The Trump administration is considering new export controls aimed at restricting China's access to advanced AI computing via remote servers in countries like Thailand and Singapore. This proposed regulation seeks to close a loophole that allows Chinese entities to train sophisticated AI models using U.S.-developed technologies via remote access. The move reflects ongoing U.S. struggles to establish consistent AI export policies.
